DISASTER PREPAREDNESS AND RESPONSE

Disaster Preparedness. The Disaster Preparedness Committee accomplished
several objectives in 2007 and are proceeding to advance community
preparedness in a combined effort with Neighborhood Watch.
The Committee became knowledgeable of disaster issues and planned
responses and limitations from existing government organizations through
meetings with Laguna Beach Unified School District, City Fire, Police, Public
Services, Water District, utilities, and the lifeguards. In May we combined
efforts with Neighborhood Watch, and held joint meetings in the Fall to recruit
and train block captains and neighborhoods in preparedness. This year�s
plan is to provide additional recruitment and training for block captains,
conduct another training session in April or May and to conduct an initial
community drill in the Fall that we expect will become an annual event.

This community preparedness effort is a follow up to the committee�s 2005
survey in which approximately 50% of Laguna Beach households reported
that they are prepared for a 3 day event, 38% requested additional information
and 10% offered to assist in neighborhood preparation efforts. As a result of
the survey, efforts of the Disaster Preparedness Committee were directed in
2006 to improve community awareness and education on disaster preparation
and response. A goal to achieve 75% citywide household preparedness was
established as a goal of the committee. Prototypical neighborhood
preparation programs were presented to two neighborhood groups in the Fall
and a successful Neighborhood Watch meeting for current and newly
recruited Block Captains was held in November which established new
momentum to this program.

Disaster Response - Bluebird Canyon Landslide (June 2005)
Laguna Relief and Resource Coalition's disaster response activity for 2006
was to function as the lead 501(c)3 charitable organization through which the
community continued their support for those affected by the landslide. The
organization's standing disaster response bank account received deposits of
more than $285,000, of which approximately $179,000 was distributed to
victims by year end 2005 and approximately $100,000 was distributed by year
end 2006 with $6,000 remaining. No administrative or overhead fees were
charged against funds raised for the landslide victims and the remaining
funds are expected to be distributed to them in 2007. In response to this
disaster LRRC provided volunteer assistance, guidance, provisions and
event planning. The administration of $285,000 in collected funds was
coordinated with other organizations to bring the community together for the
direct benefit of the landslide victims. LRRC was pleased to again work with
other Laguna Beach citizens and organizations to give and provide for their
neighbors in times of need.
